After graduating from Waseda University, Department of Science and Engineering, in March 1981, Shiraishi worked at Fujitsu as a programmer in OS design for mainframe computers and facsimile software development. In 1988 he went to work for Recruit Co., Ltd., where he was involved in the design and development of a facsimile network system. He became president of J-Stream Inc. in November 1998. In September 2001 J-Stream was listed on the Market of the High-Growth and Emerging Stocks (Mothers). He assumed his current post of Chairman and President in June 2006.

In 1986, Ishimatsu went to work for Recruit Co., Ltd., engaged in the sales of job information magazines and travel magazines. After leaving Recruit in 1999, he came to work for J-Stream, as manager of the Sales Department. He became representative director in charge of the Sales Department in July 2000. In April 2003 he was appointed representative director in charge of the Streaming Production Department, the Media Development Department, the Communications Development Department, the Partner Development Department, and the Sales Office. In September 2005 he was appointed as senior operating officer. In April 2006 he became Vice President, Representative Director, and Operating Officer in charge of the Rich Content Production Department, the Sales Office, and the Production Office. In the same month he assumed his current post of President of the subsidiary Basis Planet. In June 2008 he assumed his current post of Vice President and Representative Director. Currently he is in charge of the Produce Integration Department.
